Examples of Duties Under general supervision, plans, facilitates, coordinates and expedites the development, design, review, approval and construction of the Department of Corrections capital building projects, maintenance and renovations.
- Assigns, reviews and corrects the work of Facility Operators and provide assistance when needed.
- Directs and manages inspections and preventative maintenance on facility and equipment.
- Makes minor facility repairs.
- Trains staff on procedures, standards and techniques.
- Provides customer service on facility maintenance issues for clients, both internal and external.
- Responsible for budget preparation and Facility's Operating Budget.
- Locks, secures, and ensures security and safety measures are in place.
- Complies within the appropriate regulations and legal requirements in relation to building and property maintenance.
- Takes a pro-active response to ensuring compliance with all specific site regulations.
- Operates as a Liaison to provide a single point of contact for all facilities management services and supports coordination of central and external service providers.
- Oversees support services to ensure buildings and systems are functional and suitable for use.
- Advises Bureau Chiefs or Department heads on and makes recommendations on the resolution of facility and property maintenance problems.
Other Essential Duties - Performs other related duties as assigned.
Project Planning - Plans, coordinates and manage capital projects.
- Manages the work of consultants, contractors and others.
- Advises the Director, Deputy Director and administrative team on recommendations on the resolution of facility and property maintenance problems.
- Coordinates all activities for the completion of a capital project, including acquisition of all furniture, fixtures and equipment.
Administration - Administers capital improvement contracts.
- Operates as a Liaison to provide a single point of contact for all facilities management services, contractors, consultants, agency stakeholders and supports coordination of central and external service providers.
- Arranges and conducts meetings with consultants, contractors and the public.
- Directs and manages inspections and preventative maintenance on facility and equipment.
- Makes minor facility repairs.
- Assists with Capital budget preparation and Facility's Operating Budget.
- Reviews, approves and comments on consultant proposals, plans, designs and specifications to ensure compliance within the appropriate County standards, objectives, regulations and legal requirements in relation to building and property maintenance.
- Takes a pro-active response to ensuring compliance with all specific site regulations.
- Maintains records and prepares reports of program activities.
Contract Management - Administers and monitors the Baltimore County Department of Correction's construction contracts.
- Liaison with Baltimore County Property Management on the Baltimore County Department of Correction's construction contracts and capital projects.
Facilities Management - Trains staff on procedures, standards and techniques.
- Visits job sites where repair, renovation or installation work is performed to ensure timely completion of projects.
- Inspects work completed by County Maintenance workers and private contractors on the Baltimore County Corrections' facilities.
- Maintains records of labor hours and materials used to complete projects.
- Oversees support services to ensure buildings and systems are functional and suitable for use.
- Performs other related duties as required.
Qualifications Required Qualifications Bachelor's degree from an accredited college or university in facility operations or a related field.
Plus Three to five years of experience as a facility operator or a related field, including two years' of supervisory experience.
(Additional qualifying experience may be substituted on a year-for-year basis up to a maximum of four years of required education. Education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years' of the required non-supervisory experience.)

- Thorough mechanical and/or electrical knowledge.

- Knowledge of computers and software used to conduct projects and studies.
- Skill in planning, coordinating and managing capital projects.
- Skills in directing the work of subprofessional engineering, technical and inspection staff.
Licenses and Certificates Possession of a valid driver's license equivalent to a non-commercial, class C Maryland's driver's license is required at the time of appointment.

EXAMINATION PROCEDURE Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Retirement Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
